China's State Council Information Office held a press conference after the Ministry of Commerce released a document on the Chinese position on the so-called overcapacity issue, and Commerce Ministry policy research bureau director Lin Weilong said the U.S. launch of a Section 301 investigation over capacity issues is a typical act of unilateralism that severely undermines the international economic order.
Lin said the U.S. cannot narrowly define production capacity exceeding domestic demand as "overcapacity," nor can it use a Section 301 probe to unilaterally judge whether trading partners have excess capacity and impose unilateral restrictive measures, according to Ming Pao.
