10月11日讯，国家发改委主任郑栅洁在人民日报撰文称，抓好投资管理和项目建设。坚定实施扩大内需战略，加快推进“两重”建设和“两新”工作。发挥好投资关键作用，用好中央预算内投资、超长期特别国债、地方政府专项债券等政策工具，稳步推进重大项目建设，更大力度激发民间投资。同时完善扩大消费长效机制，培育更多消费新业态新热点。
