On September 19, Federal Reserve Chairperson Jerome Powell said at a press conference that if the Federal Reserve sees the non-farm payrolls report released a few days after the July resolution in advance, it may cut interest rates for the first time at the July interest rate meeting. The US non-farm payrolls report for July showed weakness in the US labor market. Powell said: "If we got the July jobs report before the meeting, would we cut interest rates? We probably would. We didn't make that decision, but you know, we probably already did."
