据CNBC报道，美国参议员罗恩·怀登周三提出法案，拟削弱美国总统唐纳德·特朗普的广泛关税权力，取消其部分设定进口税的法定工具，并赋予国会对剩余关税更大审查权。该法案名为《2026年国会贸易权力改革法》，要求特朗普就依据《1974年贸易法》第301条、第201条和《1962年贸易扩张法》第232条提出的关税方案先获国会批准，同时拟废除《1974年贸易法》第122条和《1930年关税法》第338条赋予总统的两项关税权限。法案还计划设立由参众两院相关委员会成员组成的关税与贸易联合委员会，并将美国贸易代表办公室改设为独立机构，增设监察长。
