Ethereum core developer Terence announced that the Glamsterdam upgrade developer testnet, devnet-7, has officially launched, marking progress in the public testnet process. According to Foresight News, the consensus layer updates include EIP-7688 (progressive containers), updated payload cutoff times, and builder lifecycle parameters. The execution layer updates cover EIP-2780 and EIP-8037 (moving state-dependent fees from intrinsic gas to runtime), EIP-7928 and EIP-8038 (fixes for BAL and SSTORE access order), and EIP-8282 (finalization of builder deposit and withdrawal contracts).
