报道提到，Tesla 在美国部分地区（如德州）进行更激进的无人化出行测试与规划，但在加州受更严格监管限制；加州 DMV 与 CPUC 对无人驾驶商业运营设置多阶段审批流程。
目前 Tesla 在加州主要以受监督的自动驾驶功能（FSD supervised）为主，尚未获得允许完全无人运营的商业 Robotaxi 牌照。
