A CITIC Securities research note said China’s National Development and Reform Commission (NDRC) and China’s National Energy Administration (NEA) issued the “15th Five-Year Plan” for building a new-type energy system on June 25, according to 36Kr. The plan for the first time includes hydrogen energy and green fuels in a national-level overall energy plan’s non-fossil energy supply system, and sets a target for renewable-energy-based hydrogen production to reach 2 million tons by 2030.
The plan also lists key new-type energy infrastructure projects, including green hydrogen-ammonia-methanol production bases, cross-provincial hydrogen transmission pipeline networks, dedicated green methanol pipelines, and green fuel bunkering centers for international shipping. CITIC Securities said the plan signals a shift from pilot programs to full-chain industrial deployment across production, storage, transport and use, and forecast the 15th Five-Year period could be a major ramp-up phase for green hydrogen, ammonia and methanol commercialization.
