Bitwise CIO: CLARITY Act outcome matters less than ending uncertainty

Bitwise Chief Investment Officer Matt Hougan said crypto can survive the CLARITY Act failing but cannot thrive while its fate remains uncertain as it awaits a full Senate vote. According to BeInCrypto, the bill would clarify SEC vs CFTC jurisdiction and replace enforcement-led oversight with a statutory framework; the House passed it 294-134 in July 2025 and Senate Banking Chairman Tim Scott advanced it 15-9 on May 14. Hougan cited Polymarket’s 51% year-end approval odds versus his contacts’ 5%-30%, saying the limbo keeps institutions sidelined as BTC is down 21% this year, ETH 33% and SOL 37%.
