Oleg Ogienko, a member of the working group on crypto regulations of the Russian State Duma, proposed at the Digital Almaz forum recently that an amnesty policy should be implemented for cryptocurrency miners who use illegally imported equipment in order to convert this group of underground practitioners, who make up 60% of the total number of miners in the country, into legal operations.
Ogienko pointed out that although Russia has passed legislation to legalize mining this year, the lack of amnesty provisions for illegally imported equipment has hindered miners from registering with the Federal Tax Service. Only about 150 mines and 1,300 mining entities have been registered across the country. Power supply has been strained in power-rich regions such as Siberia due to excessive concentration of mines. More than a dozen regions have issued mining bans this year.
Russian law enforcement and power companies are jointly conducting nationwide raids and using technology to locate illegal mines, in an amnesty proposal aimed at bringing underground miners into the regulatory system, easing pressure on law enforcement and raising taxes.
