Hassett, director of the White House's National Economic Council, said Mr. Trump's threat of mass layoffs during the shutdown hinged on whether Democrats would cave in to the funding impasse. Mr. Hassett said the cuts would start "if the president decides there is no progress in negotiations". He said he hoped "we can convince Democrats that it is common sense to avoid such cuts". Mr. Hassett said he saw "no reason to cut jobs" if Democrats were "able to act rationally when they get back to town on Monday".
