On May 31, according to a report to member states by the International Atomic Energy Agency (IAEA) seen by Reuters, Iran had carried out clandestine nuclear activities using undeclared material to the IAEA at three sites that have long been under investigation. The "comprehensive" report, requested by the IAEA board of governors in November, said the agency concluded that "these three sites, and possibly other related sites, were part of Iran's undeclared structured nuclear program prior to the early 2000s, some of which used undeclared nuclear material."
