Jupiter: Proposal to use unclaimed 230 million JUPs to extend and fund ASR

Jupiter co-founder Meow said in a social media post that it proposes to use the 230 million JUPs unclaimed in the first Jupuary to extend and fund future ASRs. If there are no significant objections, we will make a formal proposal and vote next week.
