报告评估了 28 个国家，涵盖公众采用、基础设施、创新技术、监管环境、经济因素和税收友好度等方面。香港和阿联酋分别以 42.1 分和 41.8 分位列第二、三名。值得注意的是，亚洲国家在前十名中占据五席，除新加坡和香港外，马来西亚和泰国分别排名第八和第十。
