英国银行和金融行为监管局（FCA）启动了关于英国五年期数字证券沙盒（DSS）的咨询。该举措旨在通过暂时放宽中央证券存管机构（CSDs）的要求，推动数字证券交易和后续交易的创新实验，实现对分布式账本技术（DLT）的代币化实验。FCA的消费者与竞争执行董事Sheldon Mills表示：“新的数字证券沙盒通过允许公司在这些变化永久生效之前，利用真实世界情况来测试监管变化，重新塑造了我们的监管方式。我们希望这将是一种更有效、更协作、更快速的交付监管变化的方式。”
