分析师称：“我们认为这种乐观是错误的，因为我们相信今年两项法案的投票前景都在下降。明年，这些法案在政治上受阻的风险越来越大，无论选举结果如何，我们对明年的选举结果也持怀疑态度。这是因为两党都希望在最终为行业带来效益之前获得更多的捐款。”
