8月25日消息，据路透社报道，Telegram创始人兼CEO Pavel Durov于2021年8月成为法国公民。他在2017年将Telegram搬到了迪拜，据法国媒体报道，他还获得了阿拉伯联合酋长国的公民身份，此外还是加勒比地区双岛国家圣基茨和尼维斯的公民。
