Compound publishes "Proposal Guardian" proposal to prevent malicious voting through a multi-signature mechanism

On August 8th news, DeFi Protocol Compound released a proposal, proposing the concept of "Proposal Guardian". The Guardian will initially consist of 4/8 multi-signatures from Compound DAO community members, and can reject proposals that have passed a majority vote and are waiting to be executed when the protocol is at risk of governance. Technically, Proposals introduce _setProposalGuardian function to set up a role that can call the cancel function of any proposal. The PR also includes mock tests to ensure that changes work as expected on the chain. In addition, proposals will be submitted on the chain on August 9th for voting to begin early next week.
