Cosmos publishes Proposition 945 to launch the consumer chain through permissionless ICS

On August 7th, Cosmos Hub released Proposition 945, which proposes that after the update, the child chain can start the consumption chain through permissionless interchain security (ICS) to simplify the governance process. At the same time, the proposal introduces the consumption chain owner to provide flexibility in on-chain governance. The proposal has been approved by 7.68 million ATOM, with a approval rate of 99.96%.
