Starknet delays full node update to August 28 due to RPC upgrade

On August 5th, Starknet postponed the v0.13.2 full-node update to August 28th due to the RPC upgrade, and the testnet was postponed to August 7th. Previously, Starknet tweeted yesterday that it will release the v0.13.2 testnet version tomorrow, and plans to release the mainnet version on August 26th.
