According to 0xKofi, L2 is required to pay gas fees and blob fees for publishing bulk transaction data to Ethereum. Usually, blob fees are minimal, and gas fees are a major part of the cost. However, blob fees spiked yesterday, accounting for 21% of the cost of L2's bulk release that day. This is because the number of blobs submitted per block briefly exceeded the blob "target".
