NFL 表示应收紧对易被操纵、依赖裁判自由裁量或结果可提前知晓的高风险合约的定义，并对 10 天预审批窗口期过短表示异议。NFL 还要求明确内幕交易禁令，建立强制性“联盟专属禁止投注者”名单，并重申禁止保证金交易、限制广告投放、设定 21 岁年龄门槛等建议。
