Iran's Revolutionary Guards spokesman said the new conflict was caused by the United States violating the agreement. According to Jin10, he said the Strait of Hormuz should have been transited under Iran's rules, but the United States violated the agreement and announced another transit channel, after which the Revolutionary Guards blocked ship passage and struck vessels that broke the rules.
