据界面新闻报道，2026年7月23日，国家发改委等印发《可再生能源发展“十五五”规划》，提出可再生能源消费和装机在“十五五”时期实现双50%增长目标，并明确风光、水电、抽蓄、光热发电等新增规模。规划还首次新增置信出力、顶峰供电等可靠性考核指标，扩大绿氢、地热等非电应用规模，并实施全行业强制消纳考核。
