Japan is expected to launch a Bitcoin ETF as early as 2028, according to a report by Nikkei. According to Foresight News, the Financial Services Agency plans to revise investment trust rules after the amended Financial Instruments and Exchange Act brings crypto assets under financial product regulation, allowing funds and ETFs to make crypto assets their main investment focus. Several asset managers have already considered participating.

Unlike U.S. Bitcoin ETFs, which are mainly driven by institutional money, Japan has a relatively small base of institutional investors and a high share of cash in household financial assets. As a result, retail investor funds may become the main source of demand.
