House Republicans Pass $95 Billion Budget Framework For Reconciliation 3.0

According to Axios, House Republicans narrowly approved a budget framework on Wednesday to begin work on a planned $95 billion reconciliation package, passing it 216-214. Reps. Thomas Massie of Kentucky, Warren Davidson of Ohio and GOP-turned-Independent Kevin Kiley of California voted no, along with all Democrats. The package includes $73 billion for the Iran war, $12 billion in farm aid and a $10 billion fund designed to encourage states to adopt elements of the SAVE America Act. President Donald Trump and administration officials pressed House Republicans to support the resolution ahead of the vote, and Trump wrote on Truth Social on Monday that Republicans should vote yes on the budget resolution. House Republicans are still split over the lack of spending offsets and over enforcement mechanisms for the election bill, while Senate Republicans have warned that the full SAVE Act would likely not meet the Senate's reconciliation rules. Senate Majority Leader John Thune said the framework could also serve as a backup plan to avoid a government shutdown at the end of September.
