据 Foresight News 报道，国家杜马金融市场委员会主席 Anatoly Aksakov 表示，该法案旨在为加密货币在俄罗斯境内的运营创造法律条件，并打击加密货币领域的违法行为。他还表示，法案将为利用加密货币开展国际业务的主体提供合规路径。
此前，俄罗斯央行提出加密货币市场监管概念，允许非合格投资者购买加密资产。监管机构仍将加密货币视为高风险金融工具，非合格投资者可购买流动性较高的加密货币，具体标准由法律确定，购买前须通过专项测试，且每年通过单一中介购买的上限为 30 万卢布。
