据CoinDesk报道，Blockchain Association首席执行官Summer Mersinger称，Clarity Act将为数字资产中介机构建立客户资产保护要求，包括托管标准、资产隔离、限制滥用客户财产，以及在资不抵债时更清晰地处理客户资产。她还表示，该法案要求以通俗语言披露技术、治理、交易活动、波动性、激励措施和利益冲突等重大风险，并为数字商品交易所、经纪商和交易商设定《银行保密法》义务。
