据 ChainCatcher 报道，据《金融时报》援引公开法庭文件称，稳定币发行商 Circle 曾于 2023 年底封禁由 Tether 支持的加密基金 Heka Funds，理由是怀疑其通过大规模套利操作操纵市场，并帮助 Tether 扩大 USDT 市场份额。
文件称，在 2023 年硅谷银行（SVB）危机期间，USDC 一度跌破 1 美元锚定价格；Heka 大量买入折价 USDC 并向 Circle 赎回美元现金。Circle 认为其赎回规模远超其他参与者，并怀疑相关资金最终流向 Tether。
仲裁文件披露，Tether 曾向 Heka 投资约 8 亿美元，占基金资产约 75%，并免除稳定币铸造费用。仲裁员认为 Heka 未如实披露与 Tether 的支持关系。
2024 年，Heka 因账户被封提起仲裁，索赔约 4900 万美元利润损失。今年 2 月，仲裁员驳回全部索赔，裁定其向 Circle 支付约 16.6 万美元律师费及专家费用。Heka 否认市场操纵并称未因此受监管调查；Circle 拒绝置评，Tether 未回应置评请求。
