A White House official said U.S. President Donald Trump is “very serious” about a plan to impose a 20% toll on goods passing through the Strait of Hormuz, describing it as an idea he has been trying to advance for months.

According to Jin10, U.S. outlet Semafor reported that Trump has long been interested in charging such a toll. The report said he questioned in April why his administration “would not” do it, and he threatened to begin charging in June if an agreement with Iran was not completed within 60 days.

However, the report said Trump does not always follow through on his ideas, and until this week he had refused to formally announce the plan, partly because some people in his inner circle opposed it.

“This is something he has always wanted to do, but people have tried to persuade him to drop it,” the White House official said. “For him, it has always been an instinctive decision, and he has just circled back to it.”

The report said it remains unclear how a toll system linked to restarting a maritime blockade of the strait would operate, and it is also unclear whether the United States has even consulted Gulf countries about it. The official said details of the plan were still being finalized.
