当前谈判焦点包括是否保留“Blockchain Regulatory Certainty Act”中对非托管开发者的豁免条款，以及围绕总统 Trump 加密业务利益设立官员利益冲突“伦理框架”。
同时，参议员 Lindsey Graham 去世与 Mitch McConnell 缺席削弱共和党票数，提升争取民主党议员支持的重要性。
