据界面新闻报道，当地时间7月10日，欧盟成员国未能就对俄罗斯第21轮制裁方案达成一致，讨论将继续进行。欧盟消息人士称，分歧主要集中在俄罗斯原油价格上限、限制俄罗斯军人入境及部分制裁对象名单等问题。欧盟委员会主席冯德莱恩6月9日表示，已向成员国提交第21轮对俄制裁措施，涉及能源、金融、渔业等领域；相关措施需27个成员国一致同意后方可生效。
