据 NS3 报道，美国货币监理署（OCC）表示，该法案的生效时间取决于最终规则，或在法案颁布后18个月窗口期届满时生效。
细则将界定发行方准入资格、储备要求、赎回安排、托管规则、监管方式，以及境外发行方的准入安排。
