U.S. regulators have until July 18, 2026, to issue implementing rules under the GENIUS Act for stablecoin issuers seeking a clear regulatory path in the United States.
According to NS3.AI, the deadline for finalizing these rules is separate from the law’s effective date, which the Office of the Comptroller of the Currency (OCC) says will depend on either the completion of final rules or an 18-month window after enactment.
The forthcoming rulemaking is expected to set requirements across key areas, including which entities qualify as issuers, reserve standards, redemption obligations, custody arrangements, supervisory oversight, and how foreign issuers may access the U.S. market.
