According to Lianhe Zaobao citing Reuters, North Korea decided to strengthen its nuclear forces “in quantity and quality” and to advance military modernization and combat readiness, KCNA reported on July 10. The decision was made at an expanded meeting of the Workers’ Party’s 9th Central Military Commission on July 9, where leader Kim Jong Un called for accelerating the military’s modernization. KCNA said the meeting set out plans to upgrade the technological infrastructure of operational systems, expand and reinforce nuclear capabilities, and standardize, professionalize, and modernize military bases.
