China’s Ministry of Commerce has held discussions with three AI companies—Alibaba, ByteDance, and Z.ai—about possible restrictions on overseas access to advanced AI models, according to three people familiar with the talks.
According to NS3.AI, the discussions included a proposed three-tier framework that could require anything from basic filings to domestic-only availability for more sensitive frontier models.
The people said the scope of any potential measures remains under debate. They added that no timeline has been set and it is unclear whether any restrictions will ultimately be implemented.
