据CNBC报道，芬兰总统亚历山大·斯图布周二在土耳其安卡拉举行的北约峰会上表示，乌克兰“已经赢得”对俄罗斯的战争，并警告基辅仍迫切需要北约盟友提供更多防空支持。斯图布称，尽管莫斯科发动全面入侵已逾四年，乌克兰仍保住了独立、主权和领土完整；他并指出，过去四年俄军在战事中仅推进约60公里。
