According to BeInCrypto, Cooper made the case in an essay positioning Britain to lead international talks, arguing nuclear safety rules only emerged after the atomic bomb and governments cannot repeat that mistake with AI.

Her comments follow mounting warnings, including a Five Eyes alert last month that frontier AI could reshape cyber offense and defense within months, and Bank of England Deputy Governor Sarah Breeden’s June 30 remarks that AI could amplify market volatility and raise risks to financial stability.
