NATO Funding Rises, but Defense Production Struggles to Meet Large Weapons Orders

NATO is facing growing strain in turning new defense funding into weapons and combat-ready forces as industrial capacity and troop expansion lag behind demand.

According to Jin10, The Wall Street Journal reported that when Mark Rutte took office as NATO secretary general in 2024, his biggest challenge was pushing European member states to increase defense spending. Now, with tens of billions of dollars in new funding flowing into European militaries, the focus has shifted to converting that money quickly into stronger weapons capabilities and more combat-ready armed forces.

Rutte told The Wall Street Journal ahead of a NATO summit in Ankara, Turkey, that last year the discussion centered on commitments to spend more, while this year the key issue is delivering on those commitments.

He said the speed and scale of Europe’s military spending increases could exceed defense contractors’ ability to meet demand for advanced weapons and equipment. Rutte said NATO had ordered about $300 billion in weapons and equipment from U.S. companies, adding that the alliance was essentially reaching the upper limit of its absorption capacity.

Governments are working to overcome two major bottlenecks. The first is industrial capacity, which has been strained by the conflict in Ukraine and by the need to rebuild ammunition stockpiles after the United States and its allies used large amounts of munitions in the war with Iran. The second bottleneck is the ability to recruit and train new troops to expand combat forces.
