据 Foresight News 报道，法案规定州及地方政府不得限制个人使用数字资产支付、自托管钱包保管资产，也不得因使用数字资产额外征税。
法案称，个人或企业运营节点、挖矿或质押无需取得货币转移牌照，且不视为发行或出售证券。
法案还授权最高法院设立「区块链争议法庭」受理相关民事纠纷，并将于通过后 60 天生效。
