Four departments have jointly issued a notice on using unemployment insurance to support enterprises in stabilizing jobs and expanding hiring, including encouraging the employment of young people and helping improve vocational skills.

According to Jin10, the notice, titled “Notice on Unemployment Insurance Supporting Enterprises to Stabilize Jobs and Expand Hiring,” said that through the end of 2026, local authorities will continue to implement a job-stabilization refund policy for insured enterprises that do not lay off workers or make only limited layoffs.

Under the policy, small, medium, and micro enterprises will receive refunds of up to 60% of the unemployment insurance premiums actually paid by the enterprise and its employees in the previous year, while large enterprises will receive refunds of up to 30%.

The policy will also apply by reference to social organizations, law firms, accounting firms, and self-employed businesses insured in the form of a work unit.
