According to NS3.AI, a government-commissioned study by the Korea Institute of Finance (KIF) recommended classifying decentralized operators as unlicensed virtual asset service providers.
The Financial Services Commission (FSC) commissioned the study as part of its work to draft a foundational digital asset law.
