President Donald Trump canceled the June 24 signing ceremony for the 21st Century ROAD to Housing Act, saying he will withhold his signature until Congress passes the Safeguard American Voter Eligibility (SAVE) Act. According to BeInCrypto, the housing bill includes a provision banning the Federal Reserve from issuing a central bank digital currency (CBDC) through Dec. 31, 2030, and its stall is tightening the Senate floor calendar for the Digital Asset Market Clarity Act (CLARITY Act).
The CLARITY Act is on the Senate Legislative Calendar as No. 423 and needs 60 votes; Sen. Cynthia Lummis said this week it will reach the Senate floor in July. Galaxy Digital research head Alex Thorn cut his 2026 passage odds to 60%, while Stifel’s Brian Gardner said the bill likely needs Senate action by end-July.
