香港财经事务及库务局局长许正宇在立法会回复中表示，金管局已于今年 4 月向两家具有银行背景的机构批出稳定币发行人牌照。 据 Foresight News 报道，上述机构发行的受监管稳定币预计于年中至下半年陆续推出。
许正宇称，持牌发行人须将储备资产存放于香港银行，并投资于银行存款、优质高流动性债券等合资格资产。
他表示，政府及证监会将于年内向立法会提交条例草案，就虚拟资产交易、托管、意见及管理服务订立更全面的监管制度。
