Senator Cynthia Lummis said the Digital Asset Market Clarity Act would stop crypto developers needing lawyers to know whether their code is legal. According to BeInCrypto, the CLARITY Act passed the House in July 2025 by a 294-134 bipartisan vote and was advanced by the Senate Banking Committee 15-9 in May 2026; it now awaits a Senate floor vote.
The debate has been sharpened by the case of Roman Storm, a Tornado Cash co-founder, who was found guilty on Aug. 6, 2025 of conspiracy to operate an unlicensed money transmitting business after a four-week trial. BeInCrypto said Section 604 would clarify that developers and infrastructure providers who do not take custody or control of user funds are not money transmitters under federal law.
