China Seeks Public Feedback on Draft Rules for Interoperable Distributed Digital Identity

China’s Cyberspace Administration has issued a notice seeking public comments on a draft regulation titled Provisions on Promoting the Interoperability and Mutual Recognition of Distributed Digital Identity Applications.

According to Odaily, the draft aims to promote innovation and interoperability in distributed digital identity, support the development of common service capabilities for the national blockchain network infrastructure, and advance cross-platform mutual recognition of digital identities across sectors of the national economy and society.

The draft defines distributed digital identity as a new type of digital identity based on distributed technologies such as blockchain that supports user-managed identity information. It states that such identities consist of identifiers, keys, verifiable credentials, and verifiable presentations, and can be used in scenarios including digital account management, login authentication, and data authorization. The draft says it is intended to address identity interoperability and mutual recognition across regions, industries, and platforms.

The deadline for submitting feedback is July 18, 2026.
