The 22-year-old, who is part of Spain's World Cup squad, had his medical on Wednesday and is set to sign a six-year deal, with Liverpool paying the fee in two instalments, according to Yahoo Sports.
Newcastle had been in advanced talks for Munoz after selling Anthony Gordon to Barcelona, but Liverpool completed the move. Munoz made his Spain debut in March and scored seven goals with five assists in 36 appearances last season.
