Scam Networks Shift From Cambodia to Sri Lanka, Researcher Says

Some scam groups have moved operations from Cambodia to Sri Lanka, using beach resorts and office buildings, after Cambodia intensified efforts against scam compounds. According to Foresight News, Bloomberg reported the shift as enforcement pressure in Cambodia prompted relocation.

Independent researcher Sanjana Hattotuwa said Sri Lanka lacks a legal framework to address cyber scam activity. He added that easy access to SIM cards and broad internet connectivity have made the country an attractive base for scam networks.

Hattotuwa also pointed to Sri Lanka’s informal Undiyal remittance system as a potential gray-market channel for proceeds from scams, including cryptocurrency, which could help such funds avoid oversight by regulators.
