伊朗驻莫斯科大使卡泽姆·贾拉利称，霍尔木兹海峡将保持开放，但将由伊朗和阿曼当局制定“新条件”，包括对相关服务收取过境费用。 据 BeInCrypto 报道，贾拉利周一接受俄媒《消息报》采访时表示费用结构尚未披露；美国方面反对该计划，并称阿曼否认参与。报道称，伊朗4月曾表示将以加密货币向油轮收取通行费，伊朗油气及石化产品出口商联盟发言人哈米德·侯赛尼点名Bitcoin（BTC）可作为支付方式。
