美国众议院《美国储备现代化法案》（H.R.8957，ARMA）全文已公开，该法案于 5 月 21 日由阿拉斯加州众议员 Nicholas Begich 提出，现已被转交众议院金融服务委员会审议。
据 Foresight News 报道，法案拟将政府通过刑事或民事没收所得的比特币纳入由财政部管理的战略比特币储备，设置 20 年最低持有期，期间不得出售或处置；建立季度储备证明机制并引入第三方独立审计；允许各州自愿将其比特币托管于联邦储备中的独立账户。
法案还要求财政部和商务部在 180 天内联合研究以预算中性方式增持比特币的路径，包括转换非比特币数字资产、没收所得、自愿捐赠、税收或关税收入，以及利用美联储或黄金证书相关机制等。分析人士称，与此前要求购买 100 万枚比特币的《BITCOIN 法案》相比，ARMA 更为温和。
