征求意见稿指出，加快完善公平竞争制度规则。推动出台《公平竞争审查条例》，完善审查标准和审查程序。推动修订《经营者反垄断合规指南》，推动出台《网络反不正当竞争暂行规定》，研究制定《关于药品领域的反垄断指南》。制定出台横向经营者集中审查指引，制定《经营者集中反垄断审查申报技术规范》、优化经营者集中简易案件审查思路方案，研究起草非横向经营者集中审查指引。
